Public Financial Management System (PFMS) is a unified web-based platform of the Government of India that ensures end to end monitoring of funds disbursed to various Program/ Scheme implementing agencies of the Central Government and State Governments in respect of Central Sector and Centrally Sponsored Schemes. Consequently it envisages the real-time disbursal of funds and a comprehensive Financial Management Information System. PFMS platform facilitates the achievement of objectives of the schemes and in turn ensures prompt service delivery.

 

PFMS is being fully implemented in the Government of India and all the State Governments by the Ministry of Finance. Controller General of Accounts is mandated by the Ministry for this task. Additional Controller General of Accounts (PFMS) heads the roll-out of PFMS throughout India.

 

In 2017-18, PFMS registered 2.5 million transactions everyday covering more than 8000 schemes nationally. For the whole financial year, 600 million transactions covering worth IN₹ 17 lakh crores of monetary disbursement was achieved at zero down-time and complete transparency thereby achieving government's goal of real-time transfers and tracking of funds.

 

For the State of Punjab, PFMS is being implemented by the PFMS State Directorate, Punjab which is headed by a State Nodal Officer and assisted by an Assistant State Nodal Officer, 2 Senior Accounts Officers, 2 Assistant Accounts Officer and other support staff.

 

In the current financial year, IN₹ 2129 Crores (till January 2020) has been released to the Government of Punjab under 41 Centrally Sponsored Schemes of the Government of India. Major releases are under National Rural Health Mission (IN₹ 639 Crores), MGNREGA (IN₹ 114 Crores), Samagra Shiksha (IN₹ 453 Crores), Anganvadi Services (IN₹ 201 Crores) and Mid Day Meal (IN₹ 131 Crores).

 

The Government of India has mandated the use of Expenditure, Advance and Transfer (EAT) Module of PFMS for all the Scheme/Program Implementing Agencies of the State Governments receiving funds under the Centrally Sponsored Schemes. For the Direct Benefit Transfers, DBT Mission under Cabinet Secretariat, Government of India has mandated the use of PFMS for the Centrally Sponsored Schemes of DBT in the State of Punjab. At present, there are 78 Centrally Sponsored DBT Schemes operational in Punjab.
