6.  Services provided by Department:

The office of Chief Electrical Inspector (Punjab Electrical Inspectorate) is under the administrative control of Principal Secretary to Government of Punjab ( Power Department) and is headed by Chief Electrical Inspector.

The Department is responsible for the administration and implementation of Electricity Act, 2003 and Rules and Regulations made thereunder, Punjab Electricity (Duty) Act, 2005 and Rules, 1958 and the Punjab Cinemas (Regulations) Act and Rules, 1952.

3 Implementation of Punjab Licensing Board procedure framed by the State Government under Rules 45 of Indian Electricity Rules, 1956 (now Regulation 29 of Central Electricity Authority, Regulations, 2010).

 The following important and statutory functions are covered under the above Acts and Rules/Regulations:-
1 Administration of the Electricity Act, 2003:
  • The mail function of the Department is to ensure safety of all Electrical Installations as per the provisions of Section 53 of Electricity Act, 2003.
  • Investigation of Fatal and Non-Fatal Electrical Accidents under Section 161 to determine the exact cause leading to occurrence of accidents and to suggest the remedial measures to avoid the recurrence of such accidents.
  • To render advise to the State Government on matters relating to Electricity Law as and when asked for.
2 Administration of Central Electricity Authority (Measures relating to safety and Electric Supply) Regulations, 2010:
  • Administration and implementation of Electricity Act/Rules and Regulations made thereunder in according mandatory approval to High and Extra-high Voltage Installations of the Supplier and other utilities after ensuring that the Installations comply with all relevant provisions of the Central Electricity Authority Regulations, 2010 as required under Regulation 43 ibid.
  • Inspection and approval of the Generating Sets installed in the Consumer's premises and Regulation 50 Regulations, 2010.
  • I order to ensure that the installations of the Supplier and utilities already connected with the supply system are being maintained in accordance with the provision of Central Electricity Authority Regulations, 2010 as required under Regulation 30 of Central Electricity Authority, 2010 and to achieve this mission, installations are periodically inspected in accordance with the periodicity notified by the Government under regulation 30 ibid.
  • To perform the statutory functions in according mandatory approval of the Electrical Installations belonging to the Punjab State Power Corporation Limited, Punjab State Transmission Corporation limited and responsibility for Generation, Transmission and Distribution of the power is entrusted with, under the provision of Regulation 43 of Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2010
  • To accord approval to high and Extra High Voltage Installations of the Supplier and other utilities after ensuring that the Installations comply with all relevance provisions of the Central Electricity Authority (Measures relating to Safety and Electric Supply), Regulations, 2010 as stipulated under Regulation 43 ibid.
  • Inspection and testing of the Generating Units under Regulation 32 of Central Electricity Authority (Measures relating to Safety and Electric Supply), Regulations, 2010.
  • To ensure that the installations of the Supplier and Utilities already connected with the supply system are being maintained in accordance with the provisions of Central Electricity Authority Regulations, 2010 as required under Regulation 30 of Central Electricity Authority (Measures relating to Safety and Electric Supply), Regulations, 2010. Such installations are periodically inspected as per the voltage and periodicity notified by the State Government.
  • To decide the appeal against the findings of the Supplier preferred by the Consumer nder the provision of Regulation 38 of the Central Electricity Authority (Measures relating to Safety and Electric Supply), Regulations, 2010
3 Administration of Licensing Board under Regulation, 29:
  • Under the provision of Regulation, 29 of Central Electricity Authority (Measures relating to Safety and Electric Supply), Regulations, 2010, a Licensing Board has been constituted by the Punjab Government with Senior most Chief Engineer of the Punjab State Power Corporation Limited as its Chairman for granting permits to Electrical Wireman Class 'A' & 'B', Certificates of Competency to Supervisors and licenses to Electrical Contractors. The following is the constitution of the Board:-

    Chairman                         : Senior Most Chief Engineer of the PSPCL
    Members                         : A representative of Institution of Engineers
    Secretary/Member          : Chief Electrical Inspector to Government of Punjab, Patiala
    Other                              : Two other non-official members from the State Legislature.

4 Administration of the Punjab Electricity (Duty) Act, 2005 & Rules, 1958.
  • To ensure that the Electricity Duty is correctly and properly assessed and levied as required under the provision of Section 3 of Electricity (Duty) Act, 2005 and in accordance with the Notification issued from time to time by the State Government.
  • Further to ensure that the Electricity Duty realized by the Supplier or a person trading energy including through open access is timely deposited with the State Exchequer as required under the provision of Act ibid. In case any violation of the provision of the Act ibid is observed to suggest remedial measures are taken or the penal action is restored to.
  • To grant exemption from the payment of Electricity Duty according to the Notification issued by the State Government ensuring that the conditions laid down are complied with. Such Notifications for exemption are issued by the Government for the growth of Industry or in the public interest.
  • Auditing of the account books of Powercom or a person engaged in trading energy to ensure that the Electricity Duty is correctly assessed, levied and realized.
  • Scrutiny of monthly Electricity Duty returns received from PSPCL for onward submission to the Government in the consolidated form.
  • To recover unpaid electricity Duty from the Powercom, Licensee or a person trading energy under the Land Revenue Act.
  • To impose penalty, in case Powercom or Licensee fails to submit the returns in time.

5 Administration of the Punjab Cinemas (Regulations) Act and Rules 1952
  • Scrutiny of drawings of the Electrical installations of new Cinemas and inspection of Electrical and Cinematograph apparatus installations and to submit inspection report to the Licensing authority for grant of Cinema license and subsequently its periodical inspection as required under Punjab Cinema Regulations Act, 1952.
