e- Procurement

This MMP aims at making government procurement simplified, transparent, and result-oriented. It is being implemented through the Directorate General of Supplies & Disposals (DGS&D), a central purchasing organisation under the Ministry of Commerce and Industry, which has core competency in procurement of goods and services. The e-Procurement MMP will cover all aspects of procurement from indent of tender to tender preparation, bidding, bid evaluation and award of contract. In light of the CVC mandate that all Departments publish their tenders on the internet, the MMP will deploy extensive security features for encryption and decryption of bids, and digital signatures.

The MMP implementation partner of e-Procurement software solution i.e. GePNIC (Government e-Procurement System of NIC) is NIC. GePNIC caters to the Process of Online Tender publishing, bid submission, bid Opening and Award of Contract to help bring in transparency in the Tendering process. The services offered by the above application are primarily for the benefit of bidder community enabling them to appear at par with all other bidders of not only of the State but the entire country as per the eligibility of bidders for bidding for a particular tender. GePNIC will provide transparency of eTendering process and help in improving the overall efficiency.

However, in Punjab, apart from GePNIC, another e-procurement application is also being used by various departments. Punjab Infotech has partnered with ITI Limited (A Government of India Undertaking under Ministry of Communication Information Technology) for providing End to End e-Procurement/e-Tendering services to various Government Departments/Organizations in the state.

The Decision for implementation was taken by Empowered Committee on Governance Reforms in its 5th meeting held on 1st June 2010. Threshold value of e-Procurement is Rs. 5 lakhs and above.

Current Status:

  • In Phase 1 nine Departments are Covered
  • In Phase 2 ten Departments are Covered
  • In Phase 3 nine Departments are Covered
  • 29,410 No. of tenders uploaded till now.
  • 315 No. of Sand Mines e-Auctioned for Deptt. of Industries
  • 1600 No. of officials are using this system.
  • 6,218 No. of vendors registered.
  • e-Payment Gateway Integrated ( HDFC & AXIS Bank ) Sub CA Set up for providing Digital Signature Certificates
